The International Computer Driving Licence is based on a highly successful certification that is widely available in nearly 140 countries. It establishes a global benchmark for measuring computer skills for everyone who uses a computer in either a professional or a personal capacity. The motivation behind the PCDT-ICDL is to help a person drive a computer with the same ease that he or she might drive a car.

The International Computer Driving Licence is based on a highly successful
certification that is widely available in nearly 140 countries. It establishes a
global benchmark for measuring computer skills for everyone who uses a computer
in either a professional or a personal capacity. SCS President, Mr Lee Kwok
Cheong said that people who are self-taught or have undertaken product-based
courses in particular applications can sit for the PCDT-ICDL test.

The need to improve competence levels has arisen from the prediction that as
many as 80% of Singaporean workers will rely on computers to carry out their
jobs. Consequently, there is a need to ensure minimum levels of competence in
our computer users. Mr Lee Kwok Cheong said The motivation behind the PCDT-ICDL
is to help a person drive a computer with the same ease that he or she might
drive a car. The SCS aims to raise the general competence in IT to improve
efficiency in the workplace, and to help ensure that our nation is equipped to
handle e-commerce and is getting more prevalent in this digital age.

In a fast changing world where ICT is becoming more and more pervasive in our
daily lives, keeping pace with this change is imperative. PCDT, now enhanced by
having this international recognition, can play a major role to ensure more
people in the workforce are equipped with the right basic infocomm skills to
keep abreast with and seize the new possibilities afforded by an increasingly
